  7.     Soviet negotiators are coming around on the question of
  8. their waning role in Afghanistan. If anything, Moscow now seems
  9. as anxious as the U.S. to finalize a deal. An agreement has
  10. seemed imminent ever since last month's Bush-Gorbachev summit
  11. in Washington, and State Department officials believe it could
  12. come during the third Two-plus-Four conference in Paris next
  13. week. Moscow has sent a delegation to Washington to work out
  14. details of President Najibullah's future role, an acceptable
  15. election procedure and establishment of a vote-monitoring
  16. commission.
